UK and France to Deploy Military Personnel to Ukraine if a Peace Deal is Agreed

The London and Paris have formalized a declaration of intent concerning the deployment of military forces in the nation in the event a ceasefire be concluded with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has announced.

After negotiations with Kyiv's partners in Paris, he indicated that the UK and France would "establish defense centers in various parts of Ukraine and build fortified structures for military hardware and defense matériel" to deter any future attack.

The partner countries also suggested that the US would take the lead in monitoring a truce.

The Kremlin has repeatedly warned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has not yet issued a statement on this latest announcement.

Context and Continuing Conflict

Moscow's leader Vladimir Putin began a comprehensive attack of Ukraine in the start of last year, and Russia at this time controls about 20% of Ukrainian territory.

"This constitutes a crucial element of our vow to stand with Ukraine for the foreseeable future," stated the UK Prime Minister.

Heads of state and top officials from the "Allied Coalition" participated in Tuesday's talks.

Lead US negotiator Steve Witkoff said that "long-term safety pledges and strong reconstruction vows are critical to a permanent resolution" in Ukraine – mentioning a major requirement made by Ukraine.

Witkoff noted the coalition had "substantially agreed on" their work on finalizing such guarantees "to ensure the citizens of Ukraine know that when this conflict ends, it ends forever."

Jared Kushner, ex-President Donald Trump's representative, also was involved in the discussions.

At the same time, French President Emmanuel Macron declared that Ukraine's partners had made "major progress" at the negotiations.

He noted that "strong" defense assurances for the Ukrainian government had been reached in the event of a potential ceasefire.

Ukrainian President Volodymyr Zelensky said that a "huge development" had been made in the talks, but cautioned that he would only deem efforts to be "adequate" if they resulted in the cessation of the fighting.

Earlier, the Ukrainian leader indicated a settlement was "largely prepared". Settling the last 10% would "determine the outcome of the agreement, the future of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and security guarantees have been at the center of key disagreements for diplomats.
  • Moscow has repeatedly warned that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas region or Russia will seize it, dismissing any middle ground over how to finish the war.
  • Zelensky has so far rejected surrendering any land, but has proposed that Ukraine could move its troops to an designated point – but only if Russia reciprocates.

Russia currently controls about 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The areas form the industrial region of the Donbas.

The original US-led 28-point peace plan that was extensively reported to the media last year was seen by Ukraine and its partners in Europe as being disproportionately favorable in Moscow's direction.

This led to weeks of focused discussions – with Ukraine, the US and European leaders trying to revise the draft.
