Nineteen of Daniil Medvedev's 21 championships have been achieved on hard courts
A comeback Medvedev won his initial trophy for 882 days with success over Frenchman Moutet in the tournament title decider.
The athlete, a former number one, has endured a challenging year, managing just one win at the major tournaments and suffering a meltdown at the American major.
His varied form on the ATP Tour - and struggles with his serve in particular - caused him exiting of the top ten and ultimately separating with long-term coach Cervara.
Presently collaborating with his coach and Rohan Goetzke, the tennis star has steadily progressed in the last few weeks - peaking in a tightly fought three-set victory over opponent Moutet.
This marks the player's first title since the Rome competition and maiden on a hard court since March of 2023.
The win also means he has secured 21 victories at 21 various competitions.
"This marks the first occasion I have attended a competition with my both daughters together, so to win a trophy is particularly special," said world number 14 Medvedev.
"This title is in honour of my child Victoria, because the initial championship I achieved when my older daughter Alisa was born was for her."
The athlete, the 2021 US Open champion, had been defeated in his past six finals, including in Halle earlier this year.
The player's defensive approach and regular outbursts on the playing surface had led commentators to doubt if his capacity to compete at the top level was over.
However the athlete has implemented adjustments in recent weeks, striving to advance forward and play assertively, backed up by an improved service.
The champion came back from a disadvantage in the initial set against the difficult Frenchman, taking four of the final five points to go ahead.
The competitors traded break points in the middle set before the challenger, attempting for his initial tour title, gained dominance to create a decider.
The opponent rescued four early chances in a tight final set before the Russian won the break to 15 to serve for the match.
Appropriately, the winner secured the title with a shot at the net, with Moutet failing to handle a volley after two hours and 38 minutes.
